Abstract
The purpose of the paper is to present appropriate options for implementation of a publicly accessible Toxic Release Inventory (TRI) data base, to analyze and evaluate the costs and benefits of those options, and to recommend one or more of the best alternatives for making the TRI data base available to the public. The analysis addresses only the data base options. It does not address 'other means' of public access to TRI data, e.g., printed versions of the data or Freedom of Information Act (FOIA) requests, other than to note the potential effect of 'other means' on usage of the data base.
