Abstract
This United States-Mexico Joint Contingency Plan for Preparedness for and Response to Environmental Emergencies Caused by Releases, Spills, Fires, or Explosions of Hazardous Substances in the Inland Border Area (the Inland Plan) provides a mechanism for cooperation between the United States (U.S.) and Mexico in response to a polluting incident that may pose a significant threat to both parties or that affects one party to such an extent as to justify warning the other party or asking for assistance. Based on Article II of Annex II of the La Paz Agreement, the purpose of this Inland Plan is to protect human health and safety and the environment by providing for coordinated joint responses to polluting incidents affecting the inland border area of the U.S. and Mexico.
