Abstract
An Explanation of Significant Difference (ESD) to the ERDF ROD was issued on July 26, 1996 (PB96-963107) which authorized the conditional use of the leachate for dust suppression and waste compaction through an Applicable or Relevant and Appropriate Requirement (ARAR) waiver until the leachate is delisted. The leachate is considered a listed hazardous waste because a small volume of soil presumed to have contacted carbon tetrachloride at very low concentrations was disposed to ERDF. The purpose of this amendment is to delist both the federal listed and state-only listed waste codes that would otherwise apply to the leachate as Resource Conservation and Recovery Act (RCRA) and Dangerous Waste ARARs under the ROD.
