| Abstract |
The current study represents the results of an intensive three-week effort to analyze the legal basis for and the historical impact of water pollution enforcement in the Great Lakes area. A file of characteristics of 343 dischargers under enforcement proceedings was assembled and a preliminary characterization in terms of pollutional problems, enforcement mechanisms used, compliance status (with emphasis on actual construction) and detectable economic impact was prepared. Findings relating to differences among States and relative impact of State and Federal programs are included. |
