Abstract
The gasoline marketing industry (bulk terminals, bulk plants, service station storage tanks, and service station vehicle refueling operations) emit to the atmosphere several organic compounds of concern. These include: volatile organic compounds (VOC), which contribute to ozone formation; benzene, which has been listed as a hazardous air pollutant based on human evidence of carcinogencity; and gasoline vapors, for which there is animal evidence of carcinogencity. This document provides a summary of EPA responses to public comments on environmental and economic analysis published by EPA in 1984 (EPA-450/3-84-012a and b). Changes made to EPA's 1984 analysis in response to public comments, additional analyses performed, and a summary of the results are contained in a separate two-volume draft Regulatory Impact Analysis document (EPA-450/3-87-001 a and b).
