As part of a broad initiative to respond to high fuel prices, on April 25, 2006, President Bush directed Administrator Johnson to convene a Task Force of States to review the variety of requirements related to fuels. The Task Force was charged with identifying opportunities to increase cooperation among federal government and states on gasoline supply decisions and to reduce the number of boutique fuels. Administrator Johnson invited all 50 Governors, or their designated representatives, to participate in a Task Force on Boutique Fuels (Task Force) which was composed exclusively of representatives from the States, EPA, and the Departments of Energy and Agriculture. The Task Force, as part of this effort, discussed the Agencys findings from The Study on Unique Fuel Blends (Boutique Fuels) conducted in 2001 by EPA as directed by the Presidents National Energy Policy Report. Since that time, a number of activities in the fuels arena have occurred that directly and indirectly impact the findings of the 2001 study. Of greatest significance was the enactment of the Energy Policy Act of 2005 (EPAct) which contains provisions directly and indirectly affecting state boutique fuel programs.
