Abstract
In May of 1977, the U.S. Environmental Protection Agency, along with the Food and Drug Administration and the Consumer Product Safety Commission, proposed a time table for the phase-out of the use of chlorofluorocarbons for nonessential aerosol uses. The purpose of the study is to evaluate the economic impact and cost estimates in the original economic impact studies and to construct estimates of the actual economic burden imposed once the total ban had taken effect. EPA's intention in sponsoring this study was to improve its ability to conduct similar economic analyses by examining how markets actually responded to a product ban regulation. The study was not intended to address prospectively the economic costs and benefits of continuing the aerosol ban.
