Abstract
The development of fishery management plans (FMPs) began in 1987 with the signing of the Chesapeake Bay Agreement. Since then, 13 FMPs encompassing 19 species have been completed and adopted through the Chesapeake Bay Program. The adoption of a FMP is not an endpoint in the management of a fishery but part of a dynamic, changing process. Plans must be adaptive and flexible to meet the changing needs of a particular resource. Once the concerns and management strategies of a fishery have been defined and implemented, progress towards meeting the goals and objectives must be evaluated. As part of the process of establishing accountability and tracking the implementation of management actions, each FMP is annually reviewed and updated. This report reviews the progress of management plans during 1994 and includes the following species: Amercian shad, hickory shad, blueback herring, alewife herring, blue crab, oyster, bluefish, weakfish, spotted seatrout, summer flounder, spot, croaker, American eel, black drum and red drum.
