Abstract
This is one of 13 reports that identifies and evaluates the most promising institutional methods for reserving instream flows to benefit fish and wildlife in each of 13 western states. The states included in the study are Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington and Wyoming. Each report has three main sections. First is a guide to help the reader select the most important strategy for any given situation, followed by a summary evaluation of how well the method has worked in the state. The third part is a detailed narrative description of the procedures for implementing the strategy and an example of how it has been employed in the state.
