Abstract
On May 28, 1991, a Record of Decision (ROD) was issued for the E.I. du Pont de Nemours County Road X23 Site in Lee County, Iowa (PB92-964306). The ROD presented the remedy selected EPA for this site, which called for stabilization/solidification of contaminated soil at each of the two subsites. As a result of information which has been developed since the issuance of the ROD, EPA has determined that signficant changes to the remedy are necessary. This Explanation of Significant Difference (ESD) describes and summarizes the basis for these changes.
