| Abstract | The report deals with the problem of financing sewage treatment facilities, a problem which is central to this country's overall program of water pollution control. It deals with the available methods of financing, the difficulties associated with each method, and the extent to which the methods and the difficulties are a product of the economic system or a product of the ecology of local government. Suggestions for ameliorative action are also identified and examined. |
