Abstract |
Section 208 of the Federal Water Quality Control Act Amendments of 1972 mandates a regional or areawide approach to waste treatment management in areas with substantial water quality control problems. This report describes results of a study authorized by EPA to identify and describe some of the considerations inherent in selecting institutional and financial arrangements that might be employed in implementing areawide waste treatment management plans. |
