Abstract
The Environmental Protection Agency is currently in the process of developing and evaluating a Federal test procedure for the measurement of vehicle refueling emissions. Refueling emissions are of direct concern due to their benzene content and the potential health effects of exposure to gasoline vapors in general. Also, they contribute to ozone formation, and are of particular concern in areas which currently do not meet the National Ambient Air Quality Standards (NAAQS) for ozone. This report describes EPA's baseline program to measure refueling emissions from uncontrolled vehicles, and to investigate the sensitivity of these emissions to various parameters. An emission factor equation based upon the various parameters will be developed that will be used in making comparisons with the results of other refueling emissions studies. It will than be used to estimate emission factors under a range of conditions.
