Abstract
The document is intended for the exclusive use of Federal facilities in complying with Sections 302, 303, 304, 311, 312, and 313 of the Emergency Planning and Community Right-to-Know Act (EPCRA) of 1986 as directed by Executive Order (EO) No. 12856. The intent is to aid Federal agencies in determining which of their facilities meet threshold requirements and reporting obligations as set forth in sections 302, 303, 304, 311, 312, and 313 of EPCRA. It will be necessary to address certain situations on a case by case basis.
