Abstract
The central thrust in EPA implementation of the new water bill (P.L. 92-500) is maximizing environmental effectiveness of actions taken, including those concerning the accelerated program of building new and improved publicly-owned treatment works. At the heart of cost-effectiveness is the development and costing of alternatives before construction. These alternatives must be judged in terms of their net environmental effect. Facilities planning, as provided for under Federal regulations and described in this summary, is intended to accomplish the above objectives.
