Abstract
This Supplemental Draft Environmental Impact Statement (Draft SEIS) has been prepared as part of the 'tiering' concept, and is intended to supplement the Dolet Hills Power Plant Project Draft EIS and Final EIS in which Southwestern Electric Power Company (SWEPCO) and Central Electric Power Company, Inc. (CLECO) evaluated alternative power plant designs and mine-mouth siting options around a 211.1 million ton lignit reserve. In this supplement, the Dolet Hills Mining Venture has applied to EPA for a NPDES permit as the mining contractor/operator of a 11,168 hectare surface lignite mine and related ancillary facilities. Land use, water resources, mining and reclamation are among the more important areas of concern that are considered in this statement.
