Abstract
The primer will serve as a basic guide to pollution prevention invest--specifically, the preparation of financial comparisons and justifications for such expenditures. The emphasis is on the basic analytical techniques needed to justify pollution prevention investments. Concentration is on weighing economic and financial aspects of various options instead of technical factors. Although a variety of intangible costs (e.g., future liability, site remediation, potential legal actions, etc.) may be of some significance, these issues are only briefly addressed. As a primer, it is the more definable costs (utilities, labor, capital costs, etc.) that are considered here.
