Abstract
This manual has been prepared to provide practical guidance to State, local, and other officials on criteria to use in planning protective actions for radiological emergencies that could present a hazard to the public. The guidance presented here is not intended as a substitute for, or an addemdum to, a State radiological emergency response plan. It is intended only to provide information for use in the development of such a plan. The manual is organized to provide first, a general discussion of Protective Action Guides and their use in planning for the implementation of protective actions to protect the public. This is followed by chapters dealing with Protective Action Guides for specific exposure pathways and time periods. The application of Protective Action Guides and protective actions is discussed separately for various categories of source terms. Support information that has not been previously published is provided as appendices.
