Abstract
The overall objective of this evaluation was to determine how the U.S. Environmental Protection Agency (EPA) is integrating environmental justice into its day-to-day operations, which are administered by EPA regional and program offices. Specifically, we sought to answer the following questions: How has the Agency implemented Executive Order 12898, Federal Action to Address Environmental Justice in Minority Populations and Low-income Populations, and integrated its concepts into EPA's regional and program offices. How are environmental justice areas defined at the regional levels and what is the impact.
