Abstract
The Federal Water Pollution Control Act charters a ten year program whose goal is the achievement throughout this country, by 1983, of waters in which one can swim and fish. The strategy is revised annually to recognize phases and the changing emphasis of the law. The Strategy Paper also functions as an exposition of policies that may be implemented in the future.
