Abstract
There is increasing evidence of the value and attractiveness of pollution prevention as a basic strategic approach to achieving both environmental and economic health. There has been a steady emergence of new laws and government sponsored education and technical assistance programs to promote pollution prevention. The private sector has a critical role in tanking voluntary actions to reduce the sources of pollution. However, government actions ad policies can stimulate or thwart even voluntary efforts, and the existing structure of environmental protection programs presents both opportunities and obstacles for promoting pollution prevention.
