Abstract
This report presents the results of the resource conservation committee established by the Resource Conservation and Recovery Act (RCRA) for the purpose of studying present and proposed federal policies that might affect the choices of individuals, industry, and government to consume or conserve material resources. Discusses material conservation Issues: patterns and trends in material use, adequacy of material supplies and related issues, and environmental protection and waste management. Addresses tax policies affecting the extraction industry. Discusses resource recovery policies: Subsides for resource recovery, railroad freight rate discrimination and product regulations. Presents product use and disposal policies, including beverage container deposits, deposits and bounties on durable and hazardous goods, and a national litter tax. Address pricing policies for municipal solid waste, including local user fees and a national solid waste disposal charge. Appendices include the legislative charter for the committee and a list of resource conservation committee reports and records.
