| Abstract |
Integration (EPA/OTI) is interested in substantially strengthening federal-state cooperative mechanisms for the control and management of toxic substances. Designing a framework for federal-state cooperation and coordination depends heavily upon states' perspectives on their needs and potential roles. In cooperation with EPA/OTI the National Governors' Association's Center for Policy Research undertook a three month review of state perspectives on overall hazardous materials management, focusing on toxic substances, to support the development of this federal-state cooperative strategy. NGA stresses the wide range of state accomplishments in this area. The report divides states into three groups along a set of qualities indicating their organization for toxics management and the sophistication of their approach. Different relationships with the Federal government, and different requirements for support, are indicated for each group. In general, the sophisticated states need program flexibility, those moderately involved need technical assistance, and the least advanced need information about the seriousness of the problem and workable models of improved systems. |
