The purpose of this documentation is to describe the development of a computerized process with which to identify enforcement target facilities for a designated geographic area. The NEIC developed an "Enforcement Targeting Criteria Questionnair" [Attachment A] as a means to determine enforcement targets. The Information Management Branch then attempted to generate computer-retrieved datasets which would provide answers to the individual questions and then computer generate the point values for each answer. In attempting to apply this approach to EPA-regulated facilities within a very small geographic area (two zip codes within Philadelphia County, Pennsylvania), it was found that the amount of data generated overwhelmed the capability to differentiate important information from less important and, even more importantly, negate any ability to conduct a reasonable manual spot check periodically throughout the process to ensure that it was performing as anticipate. Thus, it was determined that, although the questionnaire had significant merit, some "front end" method or procedure had to be developed to identify a smaller, clearly defined group of facilities to which the questionnaire could then be applied. This document provides the approach, development, application, results and analyses of this process.
