Abstract
This document presents an assessment of the expected environmental benefits and economic effects of the Proposed Noise Emission Regulations for Wheel and Crawler Tractors. The information presented includes the statutory basis for the action, a summary of the proposed regulation, a description of the existing wheel and crawler tractor environment, the alternatives considered, the expected environmental benefits, the expected economic effects, and conclusions. In addition, this document presents the background information used by EPA in developing proposed regulations to limit the noise emissions from new wheel and crawler tractors, including: the industry and the product, measurement methodology, baseline noise levels, health and welfare benefits, noise control technology, economic analysis, enforcement actions and existing State, local and foreign regulations.
