Abstract
The U.S. Environmental Protection Agency (EPA) and the regulated community continually seek effective and efficient methods of improving compliance with environmental regulations. From 1996 through 1998, EPA and the Chemical Manufactruers Association (CMA) worked together to pilot an approach for identifying and evaluationg the root causes (i.e. underlying causes) of noncompliance with regulatory requirements, to identify recommendations for improving compliance, and to provide insight into the effect of environmental management systems (EMS) on compliance. This report summarizes survey responses to questions regarding the root and contributing causes of noncompliance and makes recommendations, for industry and government, to improve compliance with environmental regulations.
