Abstract |
Two large-scale environmental surveys, the National Stream Survey (NSS) and the Environmental Protection Agency's proposed Environmental Monitoring and Assessment Program (EMAP), motivated investigation of estimators of the variance of the Horvitz-Thompson estimator under variable probability systematic sampling. As is common in practice, survey objectives required special design and analysis features that strongly influenced selection of a variance estimator. In this article we investigate properties of the variance estimator used in the NSS and proposed for some applications in EMAP. (Copyright (c) 1994 American Statistical Association.) |
