"This report presents the results of EPA's assessment of projects funded by the Environmental Justice through Pollution Prevention (EJP2) program from 1995 through 1997. The program provided funds to nonprofit organizations, tribes, and local governments in minority and low-income communities to apply pollution prevention approaches to environmental justice issues faced by these communities. EPA designed this study to assess the accomplishments of the grants, determine the factors contributing to project success, and shape the future direction for the program. Based on a comprehensive review of grantees' progress reports and supplemented with detailed phone interviews, this report summarizes the accomplishments of EJP2 grantees and draws some general conclusions about factors contributing to successful projects."--Introduction. |
