All sectors are beginning to see the inherent advantages that arise from avoiding the generation of pollutants in the first place - the reductions in environmental and health hazards, the avoidance of Federal, State and local regulatory requirements, the more efficient use of raw materials, the more economical production of goods and services, the conservation of natural resources, and the elimination of potential liability.
