Abstract
The report reviews the opportunities in the New England region for coordination of public utility commissions (PUC) policies that address the environmental impacts of electric utility resource decisions. The report identifies a number of critical areas where PUC coordination will bring significant economic and environmental benefits to the region as a whole, and recommends the formation of a Standing Committee of New England PUC representatives for coordinated analysis and policy development. Specific regional initiatives to be pursued by the Standing Committee are identified and reviewed, including policies to address utility plant emissions of greenhouse gases, compliance with the Clean Air Act Amendments of 1990, treatment of environmental externalities in utility planning and dispatch, and region-wide coordination of utility and environmental regulation.
