Abstract
On June 25, 2010, the United States submitted a proposal (MEPC 61/7/3) to the International Maritime Organization (IMO) to designate an Emission Control Area (ECA) for specific portions of the coastal waters around Puerto Rico and the U.S. Virgin Islands. This action would control emissions of nitrogen oxides (NOX), sulfur oxides (SOX), and particulate matter (PM) from ships. Designation of the proposed ECA would significantly reduce emissions from ships and deliver substantial benefits to the local population, as well as to marine and terrestrial ecosystems Also submitted to the IMO is an Information Document (MEPC 61-INF.9), which provides a complete analysis of how the proposal addresses the IMOs approval criteria. This Technical Support Document provides additional detail on the technical analyses supporting those submissions.
