Abstract
In response to a request from the U.S. House of Representatives, Committee on Merchant Marine and Fisheries, the U.S. Environmental Protection Agency (EPA) has conducted an inventory and assessment of effluent discharges to estuarine waters. The purpose of this effort is to provide Congress with the information necessary to properly consider the consequences of legislation that would extend the requirements of section 403 of the Clean Water Act (CWA) to include effluent discharges to estuarine waters. The report responds to Congress's request for information and presents the findings of EPA's assessment.
