| Abstract |
The pamphlet introduces the citizen to the need for wastewater treatment plants, and to the importance of their operation and maintenance. The NPDES permit system is briefly explained, and the permit mentioned as a source of information. A list of questions the citizen can ask his local officials, to help him evaluate plant O&M, is included. |
