Abstract
The document provides the Agency's rationale and technical support for selecting the constituents to be regulated in F019 nonwastewaters and wastewaters and for developing proposed best demonstrated available technology (BDAT) treatment standards for those regulated constituents. The document is an addendum to the BDAT Background Document for Cyanide Wastes (F006-F012), dated June 1989. In the Second Third Final Rule (54 FR 26611), the Agency promulgated a treatment standard for total cyanide in F006 through F009 nonwastewaters as 590 mg/kg. While the Agency stated that F019 wastes were different from F006-F009 wastes because the F019 wastes contained high concentrations of iron-cyanide complexes, review of the waste characterization data for F006 wastes indicates that many F006 wastes also contain high concentrations of iron-cyanide complexes that are somewhat similar. Based on this information, the Agency is promulgating treatment standards for F019 based on a transfer from F006 wastes.
