Abstract | The study presents and evaluates the available data dealing with the requirements of State and local governments to achieve the standards of the Federal Water Pollution Control Administration program. It places the program in its perspective relative to other, competing issues confronting the affected units of government; and, it appraises the major financial and legal problems which will be encountered in implementing the attendant standards. |
