Abstract
The Regulatory Impact Analysis was prepared to evaluate the U.S. EPA's revisions to Subtitle D criteria for municipal solid waste landfills. These regulations are a major rulemaking according to Executive Order 12291. Therefore, an RIA is required as part of the rulemaking. The analysis in the report evaluates the hybrid approach relative to four regulatory alternatives in terms of costs, economic impacts, impacts on small entities, health risk, and resource damage and discusses the overall rationale for the Agency's final choice. The RIA also includes a RFA that asesses impacts to small entities.
