Abstract
The U.S. Environmental Protection Agency (EPA) was mandated by the U.S. Congress to develop standards for the management of both hazardous and nonhazardous waste in a manner that would protect human health and the environment. Research and experience indicate that a properly designed, constructed, and operated landfill can provide alternative to safely dispose of waste. Use of a double, composite flexible membrane liner (FML) has been found to best protect the surrounding environment. The discussion that follows relates to the current status of the FML.
