Abstract
The purpose of this area contingency plan is to provide an action plan to respond to a release and to provide timely and effective coordination among the entire spill community, including Federal commonwealth/territorial, local and private entities in response to a discharge or a substantial threat of discharge (for oil discharges and hazardous substance releases).
