Abstract
The purpose of this research study was to evaluate operational and maintenance programs at municipal biological wastewater treatment facilities; identify all the deficiencies in the areas of design, operation, maintenance and administration; and to determine how the deficiencies could be overcome and operations could be improved in order to upgrade plant performance to meet standards. Conclusions and recommendations are based on 1/2-to-1-day site visits made to 120 facilities and 3-to-5-day comprehensive evaluations conducted at 30 facilities. Of 70 potential problem areas evaluated, the ten highest ranked, based on frequency of occurrence and severity of impact were operator application of treatment concepts and testing to process control, infiltration/inflow, process control testing procedures, adequacy of O&M manual, industrial loading, training, hydraulic loading, treatment understanding, process controllability, and sludge treatment.
