Abstract | The goal of EPA's biocriteria and Environmental Monitoring and Assessment Program for Surface Waters (EMAP-SW) programs to embrace similar empirical standards and comparative processes for determining reference conditions would encourage the United States to evolve a more environmentally protective, defensible, and consistent monitoring and regulatory network. The goals of this chapter are to (1) explain the purpose and objectives of determining a reference condition for populations of aquatic ecosystems, (2) examine six approaches for determining a reference condition, (3) describe the process for selecting regional reference sites, and (4) propose a way to determine acceptable quantitative scores from reference condition data. |
