Abstract
This is the third annual report of the Environmental Protection Agency (EPA) to the Congress on the implementation of Title I of the Marine Protection, Research, and Sanctuaries Act of 1972, as amended, (referred to in this report as 'the Act'). The Act became effective April 23, 1973, and since that time all ocean dumping of waste materials transported for the purpose of dumping has been done under permit from EPA except for dredged material, which is regulated by the Corps of Engineers. This annual report covers the second full year of regulation of ocean dumping by EPA under Title I of the Act, and it offers the first opportunity to make quantitative comparisons of how ocean dumping has changed since the Act became effective.
