Abstract
This manual contains a general introduction and background for the Stage 2 Disinfectants and Disinfection Byproducts Rule (DBPR), describes the requirements of the rule that apply to small systems (those serving fewer than 10,000 people), and provides step-by-step guidance on how small systems can comply with Stage 2 DBPR requirements (IDSE requirements are addressed in a separate manual). Examples of actions systems might take to comply with the rule are given throughout the guide. This document is published by the Environmental Protection Agency (EPA) as our official compliance guide for small public water systems, as required by the Small Business Regulatory Enforcement Fairness Act (SBREFA) of 1996.
