Abstract
EPA commissioned Systems Application, Inc. (SAI) to estimate, on a nationwide basis, public exposure to atmospheric concentrations of some forty chemicals. The purpose of the study was to provide EPA with information that would be helpful for determining which of the chemicals to study in more detail and in what order. The emphasis was on estimates that would support rough relative comparisons among the chemicals. There was no intent to define, by a scientifically defensible methodology, actual public exposure and actual ambient air concentrations; the purpose did not warrant the very heavy expenditure of funds that would be needed to carry our such a project. The study made free use of such techniques as algorithms for estimating emissions rather than actual emissions data, constructed plant locations rather than actual plant locations, simplified dispersion modeling to estimate ambient air concentrations, and a constructed 'population' file that relied on extrapolation of 1970 Bureau of Census data on where people lived.
