Abstract |
The U.S. Environmental Protection Agency (U.S. EPA) is issuing this Explanation of Significant Differences (ESD) for the 1991 Record of Decision for the Westinghouse Superfund Site. The cleanup plan outlines in the ROD included leaving contamination above health-based levels in both soil and groundwater on the Site. In the absence of a known technology effectively remove the DNAPL containing PCB from the shallow aquifer, a technical impractability waiver was invoked in the ROD. |
