Abstract
The report describes and evaluates a generic type mechanism that is data driven and characterizes the relative merits of VOC and NOx control strategies for reducing ozone levels in urban and metropolitan areas. The method exhibits the potential for corroborating and complementing the reslts obtained from air quality simulation models that are based on emissions. Potential problems are identified with this generic mechanism technique. The reports covers the southern California and Lake Michigan areas and shows which areas are either NOx poor or VOC poor under different meteorological conditions. Recommendations are made that would improve this observational data driven approach.
