Abstract
The Environmental Protection Agency undertook the Consumer labeling Initiative (CLI) with the goal to foster pollution prevention, empower consumer choice, and improve consumer understanding of safe use, environmental, and health information on household consumer product labels. The Phase I Report summarizes the results of the 1996 qualitative research and literature review concerning consumer use, comprehension, and opinions of product labels for indoor insecticides, outdoor pesticides, and household hard surface cleaners (i.e., floor and basin, tub and tile) some of which are registered antimicrobials/disinfectants. Research findings are summarized in 4 main areas: use of product labels by consumers; product label readability; comprehension of ingredient and mandated label statements; and comprehension of hazard identification and precautionary labeling information.
