Abstract
This decision document presents the selected remedial action for the Ross Metals Site, Operable Unit No. 1, in Rossville, Fayette County, Tennessee. The major components of the remedy include: Decontamination, demolition, and off-Site disposal of pavement and buildings with recycling of metal debris; Excavation of contaminated soil, landfilled slag, and contaminated sediment with appropriate confirmation sampling; Backfill of excavated subsurface-soil areas and landfill with clean soil; Stabilization/ solidification/fixation of contaminated soil, stockpiled slag, landfilled slag, and wetlands sediment; Off-site disposal of soils, slag and sediment at a RCRA-nonhazardous waste disposal facility; Application of a layer of biosolids over the Site. Grass seeding of the facility and landfill areas; and revegetation of the Site wetlands according to the wetlands revegetation plan; Development of a maintenance and monitoring plan to assess the effectiveness of the cleanup action.
