"There are in excess of 200 cotton gins in the State of California. Most of them are in violation of particulate emissions standards at least part of every season. Cotton gins operate on a seasonal basis. Their average season lasts from 90 - 120 days. Many of the gins have been in operation several years. Annual overhauls and attempts to up-grade production without the benefit of engineering supervision has materially changed airflow and exceeds the volume and efficiency of original design. The total emissions from a ginning operation are in two categories; effluent from the collector systems and 'fugitive dust' from the overall operation. Both problems must be addressed and minimized before attainment can be accomplished."--page 2.
