Abstract
The primary objective of the study was to systematically evaluate the inclusion of pollution prevention in enforcement settlements. The specific settlements analyzed in this study were drawn from the universe of judicial and administrative enforcement actions negotiated by the EPA regions and Headquarters programs. One question that this study raises is why there have not been more pollution prevention injunctive relief cases. The report makes recommendations as to the institutional changes that are needed to expand their use.
