Abstract
This Record of Decision (ROD) presents a selected remedial action for soil and groundwater at site LF-021 on Plattsburgh AFB in Plattsburgh, New York. This action addresses the principal threat posed by LF-021 by preventing endangerement to human health and the environment through containment of the landfill to minimize exposure to contaminants in the soil and waste. The proposed source control remedy includes a re-establishment and upgrade of the native soil cap over the landfill; institutional controls to restrict site development, maintenance to protect the integrity of the cap, restrictions preventing the use of groundwater as a potable supply source on, and immediately downgradient of the site; periodic groundwater monitoring for 30 years; site reviews to be conducted every five years; and development of a post-closure plan specifying inspection, maintenance, and monitoring programs to be conducted over 30 years.
